Presentation

The international trade union movement is being put to a historic test, under adverse political, economic and social conditions not seen for decades.

The political and ideological interpellation that began with the systematic attacks on the welfare state is now attacking the democratic system, popular organisation and the values of social justice that were built up over the course of the 20th century.

This process is a global phenomenon, it exceeds the boundaries of the Americas, and as such must be confronted.

Taking on board the globalisation of issues requires a commitment to regional coordination of our actions through CONTRAM and its development within the organisational framework of PSI's Global Network of Local and Regional Government Unions.

The trade union movement was born with an internationalist vocation, the globalisation of capitalism has made this banner the order of the day, we must honour the commitment of our slogans with our preaching and our practice.

The Regional Health Sector committee, created two years ago, brings together representatives from several countries in the region. The aim of this specific meeting is to strengthen the federation's structure, integrate more participants, and define the main demands for the upcoming period.

  • Promote health and care as human rights that are the responsibility of the state, guaranteeing access that is universal, equitable, inclusive, and sustainable.
  • Advocate for the protection of labour and trade union rights for public and private health workers, in conditions of equality, equity and security in environments free of violence and harassment, with broad collective bargaining coverage recognised by law.
  • Influence the formulation of public policies, promoting quality and humanized health care for the population, under the premise that health must always take priority over profit.
  • Strengthen and expand the organisations representing workers in the sector, whether public and/or private, including at the regional level.
  • Share best practices between the representatives participating and all other countries in the Americas.

Public Services International (PSI) has entered a new political and organisational phase since its World Congress in Geneva in 2023. With renewed leadership and strengthened political action, PSI is expanding its influence in international institutions and national governments, opening up new opportunities to deepen our struggles. However, we face multiple simultaneous crises that continue to pose complex challenges for our organisation and its affiliates.

The power of transnational corporations, which drive and control a restrictive development model, along with war conflicts, political polarisation, extremism, the climate crisis and the constant attacks on trade union rights in many countries in the region, are priority issues that demand a strong response. Our regional conference provides a collective and democratic space to discuss our Regional Action Programme and make strategic decisions to strengthen our struggles in defence of quality public services. United, we will work for a world that prioritises peace, democracy and social justice.

The PSI Inter-Americas Local and Regional Governments sector must foster a critical debate around the implementation of the Global Network of Local and Regional Government Unions' Plan of Action, as well as the PSI Regional Plan of Action. Local governments, in their role as first responders to the needs of their communities, play a key role in social care services. Their intervention is key to ensuring that care for children, older persons and persons with disabilities, as well as home-based care and community support, is provided in a framework of quality, equity and respect for human rights.

Objectives of the meeting

Promote discussion of the PSI Regional Action Plan with a view to the Regional Conference vote.
Assess progress and challenges in the implementation of the PSI Global Network of Local and Regional Government Unions' Plan of Action, including the territorial dimension of social care services.
Develop strategies to promote decent working conditions for municipal sector workers and their organisation, with a gender focus; confront privatisation and promote remunicipalisation.

Customs sector meeting

This is an initiative that brings together workers responsible for managing the state and public administration. It also involves workers from the administration of state organisations and the government structure. In the region, there is already a permanent working group dedicated to this sector, which brings together unions from Latin America. This meeting is to update discussions and increase the participation of new unions in this collective.

Labour challenges and alternatives to neoliberalism in a context of crucial transformations in Latin American public administration:

Neoliberal and austerity policies have created major challenges for central government workers and their unions in Latin America and other regions of the world. These measures have had a direct impact on working conditions, labour rights and the capacity of trade unions to defend their members.

The economic crisis generated by Covid-19, coupled with the "Russo-Ukrainian" war and the escalation of the "Israeli-Palestinian" conflict, as well as the governance crisis in some countries and climate chaos, make successful regional integration difficult.

The spaces of today's multilateralism favour powerful groups and push for less inclusive policies. In addition, digitalisation is transforming the labour market and puts the central government workforce at risk.

This situation has weakened the region's states, which are increasingly dependent on global governance entities and multilateralism. This model focuses mainly on less regulated international trade and the exploitation of natural resources, to the detriment of development and environmental care.

Against this background, echoing the "interactive governance" approach[1] , it offers a paradigm shift, allowing for greater trade union and citizen participation towards a more participatory and democratic public management transition.

For central government trade unions, this approach could serve as a basis for demanding that national governments recognise as an opportunity that strengthening the links between trade union organisations, civil society and government institutions is an important strategic priority to promote more inclusive and democratic governance for all, as well as a fairer transition to digitalisation and technological transformations. Only the governments of Brazil, Dominican Republic, El Salvador, Mexico, Peru and Mexico require regulators to take into account the views of stakeholders when formulating final regulation .[2]

From this perspective, PSI unions in this sector have a unique opportunity to adjust and strengthen their strategies and alliances, as was the case with the agreement established between PSI and the "Front of State Unions of Latin America and the Caribbean". This front of struggle was created in the framework of the "II Regional Meeting of the Public Sector of Latin America and the Caribbean", held on 14 and 15 December 2022 in the city of Buenos Aires.

For trade unions, it is crucial to identify the trends that push national governments towards further casualisation of public employment, with temporary contracts, less stability and reduced employment benefits. Trade unions, for their part, face the difficulty of bargaining collectively in a context where temporary contracts and/or precarious jobs and labour reforms limit their leverage.

Finally, it is imperative that PSI unions, together with the "Frente de Gremios Estatales de ALC y la CLATE", strengthen the participation of women and youth in their organisations. This is crucial to strengthen membership and ensure effective representation in the defence of human, labour, environmental and all vulnerable groups of workers (indigenous, migrant, community, disabled and LGBTQI+, among others).

Consequently, the LAC region needs a broader agenda that includes not only the promotion of diversity in this sector, but also the promotion of other key aspects related to ILO Conventions 151, 154, 156 and 190 and the issues of care and migrant workers. This agenda should not be limited only to the enforcement of laws and quotas, but should foster a profound and transformative change in the trade union culture in the region.

PSI health and care affiliates are invited to participate in the IAMRECON workshop “The Pandemic Treaty and the opportunities ahead”. During the week of IAMRECON, possibly the last week of negotiations on the Pandemic Treaty will take place in Geneva. Together, we have done a great job in pushing demands at the national level that have reached global spaces. There are already two very important processes in which the affiliates have been involved in an important and successful way: the TRIPS Waiver and the Pandemic Treaty. We divided the activity into two moments:

  1. Update and assessment of the work on the Pandemic Treaty.
  2. Opportunities for future work: how to continue to increase power at the national level by participating in processes at the global level?

Introduction

Thity-nine participants representing 15 of PSI’s 21 affiliates in the sub-region attended the 2024 sub-regional meetings (SUBWOC and SUBRAC) during the period June 5, 6 – 7) in Antigua with full agendas. Affiliates also participated in two workshops on:

  1. Promoting and Bargaining for the Co-governance of the Digital Transformation Process in Public Services in the Caribbean,
  2. The Caribbean beyond offshore financial services: a capacity-building workshop on corporate tax justice and sustainable development models for the Caribbean

Prior to the start of IAMRECON 2024, affiliates in the sub-region will meet to confirm previous decisions as well as to discuss and consider some key items emerging since the 2024 sub-regional meetings.

The committee was set up to promote an inclusive trade unionism free from discrimination. It is a safe space for debating and developing inclusion policies, as well as establishing mechanisms to guarantee equality and parity for the LGBTQIA+ population. It features experts and trade unionists’ interviews, real-world stories, and animations to expose how corporations deprive people of their rights. While acknowledging the challenges, Tax Wars gives viewers hope, showcasing the growing movement for tax justice and the power of collective action.

After the screening there will be a 30-minute debate session with Daniel Bertossa, PSI General Secretary, and Nayareth Quevedo, Cono Sur Subregional Secretary, with Q&A from the audience.
